Design Committee (Infrastructure):

  1. Continue work on riverfront improvements ( Depot Plaza ); canal improvements; pedestrian bridge discussions

  2. Complete design work on permanent dance floor, lighting and electrical service for riverfront; begin construction.

  3. 2-way traffic – finalize position statement; communicate with property owners

  4. Install 5 new trash cans on Main Street

  5. Continue work with Community Market on design of exterior space and parking issues

  6. Begin demonstration project if SAFE-TEA grant is received; work with City on sidewalk and paving issues; install new fencing on Main Street

  7. Document and identify 10 signs for improvement, and manage Façade Grants Program to improve signage, building facades, and fencing.

  8. Begin process of improving fountain design.

  9. Determine feasibility of public art/banners for Commerce Street side of Mid-town parking deck and determine structural requirements.

  10. Explore opportunities to enhance appearance of existing parking decks

  11. Issue educational mailing to downtown properties regarding sidewalk maintenance, signage, and design issues.

 

Design Committee (Projects/Enhancements):

  1. Continue implementing a seasonal banner program for Main and 9 th Streets to include 1 new set of banners and evaluate potential for additional banner locations downtown. Purchase Jamestown 2007 banners for downtown.

  2. Continue the Winter Lights program and expand decorations to other areas of downtown.

  3. Clean downtown (Operation Clean Sweep)

  4. Evaluate and recommend purchase of additional holiday decorations/lighting

  5. Continue Mural Arts Program – add historic window murals.

  6. Update information kiosk with new graphics.

  7. Explore opportunities to work with merchants on improving window displays.

 

Organization:

  1. Host quarterly meetings for “The Association For Downtown Arts” to develop and execute plan for promotional activities and increase awareness for downtown as a cultural center.

  2. Host Annual Meeting with guest speaker.

  3. Build upon relationships with Downtown Historic Neighborhood leaders to create better communication and partnership activities between residents and businesses.

  4. Create an Annual Report.

  5. Develop key-influentials list and assign communication contacts to them.

  6. Conduct regular meetings of Partnership Committee to include Lynch's Landing board/staff; City Leadership Team; representatives from downtown Cultural organizations; tourism representatives; other downtown stakeholders

  7. Conduct membership campaign with an overall goal of increasing membership.

  8. Implement fund-raising projects to (Rockin' Into Spring & An Evening With Friends).

  9. Finalize permanent office space for Lynch's Landing

  10. Explore opportunities to help the Academy of Fine Arts fulfill its potential.

  11. Partner with VDDA to host statewide downtown development conference in Lynchburg

 

Promotion:

  1. Celebrate 15 th Anniversary of Friday Cheers.

  2. Actively work to persuade other organizations to move new or existing events to a downtown venue, assist in promoting new events.

  3. Work with the City of Lynchburg and consultant to improve the image of downtown and the city. Continue to evaluate our current image messages with the goal of strengthening the downtown retail, cultural and housing environment.

  4. Continue with $100,000 media campaign for radio, TV, print, and billboard.

  5. Produce 4 newsletters for distribution in The News & Advance.

  6. Produce Jamestown 2007 Signature Event Batteau Festival. Add new partners to expand the length of the festival. Work with existing partners to grow the attendance over prior years.

  7. Strengthen our retail sector by continued development of retail promotions to include Holiday Traditions, Dogtoberfest, and gift giving promotion.

  8. Promote parking availability via collateral materials and media.

  9. Update website to add more elements appealing to consumers and visitors.

  10. Continue development of cooperative advertising opportunities for merchants.

  11. Work with a professional photographer to secure stock photos for publicity.

  12. Host regular meeting schedule for merchants to discuss promotions, cooperative advertising, retail training, and give feedback on downtown development issues.

 

Economic Restructuring:

  1. Acquire, analyze and interpret 2006 crime statistics to correct misperceptions about downtown safety.

  2. Continue Quarterly Forums to reach out to merchants and residents.

  3. Send out business recruitment packets to targeted businesses.

  4. Work with Community Market Task Force to evaluate opportunities for improvement of Market

  5. Offer retail training seminar.

  6. Work with key stakeholders and the Parking Authority to understand and develop parking strategy.

  7. Establish resource team to create strategies for new and existing businesses to be successful downtown.

  8. Support efforts to complete new housing units downtown.

  9. Ensure business member links are added to website to further support retail e-commerce.

  10. Submit downtown e-commerce businesses to national ShopMainStreet.com web site.

  11. Conduct business entrepreneur contest with incentives.
